They did cook, just in a different way. The two reincarnation team ults perfectly reflect the ideologies carried through them. Ashura believed in strength from working together. The team ultimate between him and his reincarnations shows them combining their skills into a single almighty jutsu, all acting together as a singular unit. Indra, on the other hand, was individualistic. _His_ reincarnation team ultimate is effectively a scaled up Uchiha-only version of the one between Hashirama and Madara: a contest of strength where each one tries to one-up the rest.

Blame the anime studio. The Manga gave Indra a unique spiral Mangekyou design. Plus the colour of his susanoo and his MS abilities were not revealed. It's the anime that decided to make Indra a carbon copy of Sasuke, and the games just used that version of Indra smh.
