Could someone tell me how the season pass works on console

Season pass owners get a total of 14 of the dlcs over the span of a year, release by bunches of 2 every 2 months around. The Deluxe upgrade itself also includes 2 dlcs (Wetlands and South East Asian pack). This means that with it by the start of next year you'll have all 16 dlcs except the new 17th barnyard pack that was released recently, which will probably be sold separately. If you intend to get all DLCs anyways, the Season pass will allow you to get them at a better price than purchasing them individually (70 bucks instead of 140) but if you want to only get a few of them I'd recommend waiting for the ones you want to release on console
