With the state deferring enforcement to cities and counties, stores have started collecting that money not knowing what to do with it.

Hmmm, State government decided to "do something", mistake 1, they did not ask any of the targeted governments. mistake 2. the local governments were blindsided by the actions of the state government. M3 the merchants collected the mandated, unwanted funds for the local government, but no idea which level of government wanted the funds. Government did not learn. The lesson of DDT on Borneo keeps getting repeated as one agency decides that something needs to be done, and in their wisdom just says "What could possibly go wrong". California tried the exact same thing. In one county, local citizens donated thousands of bags to grocery stores, so they stopped ordering them from suppliers. suppliers stopped ordering them. One of the truck stops I went to let it be known they were no longer giving out new plastic bags, by government mandate. Truck drivers from all over the state and western US collected bags from their own homes and brought them in to the truck stops in the county. RV people did the same thing. There were so many bags in the area that stores ran out of convenient places to keep them, SOOOOO, the excess went into the trash. the landfills had bags from every western state and some from states on the other side of the Mississippi river, I remember seeing dozens of used plastic bags from Piggly Wiggly, a chain from the deep south. (Southern people are so giving) The state of CA has still not figured out what to do with them all, but that truck stop double bags stuff for us all. I brought a plastic trash bucket from home, since I had a ready source of liners.

I don’t have a problem with bringing my own bags, but what if somebody doesn’t have enough bags? I think instead of nickel and dimming the consumer, we should consider introducing plastic bag recycling programs (maybe the kind in which consumers get a refund?).

If no bags supplied and I cannot carry all the items, I do not buy. They will figure it out when sales drop. Stores began supplying bags long b4 most of you were born and raised prices slightly already to cover them so people could purchase more items. It was good business. Now they want to "double dip"

@@eelnoops5200sure, and it's called rebellion. If the company is worried about accuracy of the number of bags used, it wouldn't have self checkout. So in a way, the business is rebelling against a law that most likely had no actual proof that there was an issues and because they had feelings on the issue, want to penalize consumers and the bag industry all in the name of "helping local governments improve their environment" as Valdez put it. another law passed on emotions and best intents....but no actual thought put into the entire process, start to finish. they obviously didn't ask the cities if they wanted this or not, just ram it down their throats.

Here's one, imagine you set up a new agency, hire people to run it create rules and of course some people to go out and make sure the money is being collected properly. Then people start getting tired of paying 10 cents a bag and start buying their own reusable bags and the revenue falls. Now do you simply phase out the agency or do you create some kind of new tax on people using reusable bags? I can see a scenario where the money coming in is actually less than it takes to run this collection agency and it starts coming out of the general fund. Also what happens if the consumers start demanding away to recycle their bags and get a refund on their money? It's like that tax on aluminum cans at least you can bring the aluminum can back and break even.

We have been using our canvas bags for 25+ years when shopping. Remember when the youth proposed this several years ago and were ridiculed? but now politicians do it and it is praised? this whole thing doesn't pass the smell test, just another terrible excuse to impose fees (a hidden tax) on the populace. and what of the companies who use plastics to package the products? what are the consequences for them using plastic? none.
