It is not necessary for the comparator to have strong ethical practice. You are looking to identify how the strong wthical practice is apparent in the business practice. You might want to consider what this means for the financial performance - this is where the comparator is useful. It just needs to be a comparator.

Hello Madam, do all topics require financial analysis? Can I just choose business analysis for topic 14

All topics require both business and financial analysis. For topic 14, one of the methods of evaluation would be financial (in some form). If strong ethical practice means more customers, or higher revenue per customer, than some analysis of revenue would help. Strong ehtical practice may result in a higher cost base, but this is considered acceptable by the organisation.
