Medi or Cress. Medi is still ranked 6 overall and is very strong and fills a similar niche, and cress has same typing as DD and coverage against dark and water types.

Lickitung still fine against water Pokemons like Lanturn and Swampert because of how often they will be with this update. It's about 50/50. But In honestly it depends how often you will encounter Vigoroths and since most pokemon in the current season do not require any or little XL it may not worth it.
