I think it's an actual gag that Goten and Trunks never age. If you watch DBS Super Hero, you can kind of feel the obvious shots at the fact that Goten and Trunks are FINALLY older. And I bet in Daima, the characters will joke about the two being turned into babies. What's funny is that it's basically established that the wish simply made the characters tiny, it didn't actually make them kids literally speaking. So, it's honestly kind of funny that Goten and Trunks specifically were turned into babies 😭
