Actually, #2 is better. 'Visible' will score higher than 'seen', the 'ever' is redundant, ans passive should have a necessary purpose other than simply being there. With all that said, these two sentences might have different contexts: Altruism is rarely seen these days, but altruism is never visible. A snow leopard can rarely be seen by even the best hunter because it is always fully visible if it makes itself seen. Does this help?

I didn’t notice how they can’t always be used interchangeably, in fact I think there’s only a few cases where you can use them interchangeably and in those cases visible is considered as the more advanced option which would score higher. thank you for responding 🤍
