Yup you could get both of those without the tickets. However I'm not sure how many can you get with or without the ticket. But imo you should purchase the ticket if you can, seems totally worth the price

Nopes you can't get the safari balls without the ticket, the particular area where the wild area is taking place it's spawn locked nothing is spawning, only when u go out of that area spawns return .

Just FYI palkia and dialga are shiny/move locked for only ticket holders! Also the spawns are also ticket locked like usual

Who said that they are move locked for ticket holders only? You can go and check the website, it is available for ALL trainers.
