The same VLS cells with the same software can be used for attack, Russians know it. All you have to do is replace the missiles inside the VLS cells and maybe a software upgrade. Now they have 9M729 and Iskander-M weapons to deal with this base and in Romania as well. Unnecessary escalation but it sure earns a lot for the military industrial complex.
