Owner/captain might be brought up on criminal charges in the deaths of the two passengers at least for negligence.

Seems like they were trying to stay away from the jet skier’s spray by all leaning toward one side of the boat to avoid getting sprayed & wet & by doing that, too much weight leaned on one side which caused boat to flip over. Also, not sure of size of boat but 12 passengers seems a bit too much for that size boat. Also, the jet skier was too close to the boat as well going at high speed which may cause not only water spraying behind but may cause high wakes which will rock small boats.

There are jetskiers that think they're cute, but they're just jerk offs. I've had several attempt to flip my skin on frame kayak with high speed passes on either side, multiple times. didnt work. they were headed for a high speed impact with a greenland paddle to the face if they kept it up.

People seem to think the Hudson River is desolate or something. There is so many people travelling that waterway that you dont need to panic if you're overboard. You WILL be picked up and saved rather quickly. Probably faster than any other part of the city. Just remain calm and know, people do see you and will come to help.

Properly distributed weight is most important, but a 24 year old at the helm, a boatload , choppy/waked waters, and an idiot owner spraying them with his jet ski caused this. My guess is they shifted weight and he hit a decent wake at the wrong speed, it is a very shallow draft and not a deep V.
