I don't think so, as far as I know, this world boss appears on a timer in the overworld.

Here's the full list of finisher perks once fully upgraded: +38 Magnify (to highest attribute) Finisher Harmony: Attacks against Bleeding targets deal 15% more damage, and reduce Flourish's cooldown by 5% (1s cooldown, works on both weapons) Empty Socket: Attach a gem to add its effect. Deadly Flourish: Flourish deals +41% damage against targets below 50% Health. Keen Tondo: +26% critical chance against targets affected by Tondo's Bleed. If this perk is on a weapon, Tondo also inflicts 10% weaknen for 10s. 100% Random Perk

what perk mod is good for it

Terrific question, and the answer likely changes if you're trying to maximize for PVP/PVE. Anything that synergizes well with the bleed damage when you have everything else unlocked. Recommendation for PVE seems to be tondo finisher/flurry.

How is the drop? I farm dam sync bow for 5h and not a single drop, is this have better drop rate ?

the drop rate is similar, i need 3 days for finisher and just 5 min for sync bow

Sync Bow took me a few days. Finisher dropped for me in the first couple of attempts. RNG smiled on me, it seemed!
