This film cannot be from 1947. The Reliance of the Hamburg America Line was lost in 1938. This film seems to be from between 1932-1936 based on the Majestic still being in service but the Leviathan being apparently laid up.

You are correct. I was about to post that the film footage is almost certainly from the interwar era. Not just the ships but the way people are dressed suggests late 20s or early 30s. That said, the copyright is from 1947. My guess is that the narrator just went with a script designed for the film footage.
