Some Labour Hire Companies and businesses were bringing in low skilled workers with little or no experience. Some were owned by former migrants and they knew that they could exploit their own people since many did not know of their employment rights as they had poor English skills in spoken and written English. The Employment Contracts signed by the workers were written in English as they should be and are legal documents. The jobs they were promised especially in Construction work were not a required 30 hrs or more which breached the Immigration Departments rules for AEWV Visa.
