Please send your husband first. Once he merged into the smooth run then the family can come. He can officially work only 20 hours per hour. Being a mom of two small kids I don't think you can do a job. Once you migrated there is going to be a time to get merged into the society. Please understand it is not an easy task. I have been in NZ for the past 17 years.
