It is common in Sweden among newly graduated engineers to begin their careers in consultancy firms and work indirectly at a different company. I assumed the reason companies are willing to pay extra is for the convenience of being able to hire and fire people more easily according to need. My experience is, however, that engineers that prove their skill over a year or so tend to be offered full time employment where they work. The consultancy firm even made a counter offer to keep him when he revealed this, which he then used in the salary negotiations to his favor when he transitioned. I don't know how it affects salaries across a career though, not to mention across an entire work force.
