Frump said it must take 24 hours, and ordered people to get back to the polluted site.(Lawsuits waiting to happen in the future by victims of pollution). In cases of hazardous waste such as fire, oil spills, chemical pollution and nuclear radiation, you don't allow people to do what they want. You need a team of experts and professional contractors to fix the problem. Residents can only return once safety tests have been conducted. Frump defied the mayor and the experts because in his simple world "common sense" trumps over science.

I work for an insurance company (and have been in the business for 30+yrs) that insures property globally and the insurers have access to much more data, technology (like drones that can hover/go thru anything, like forests), info on water reserves not being in place, etc, etc, than they use to and the insurers gathered up all their data (including past history of wildfires in CA), drought, etc, and essentially predicted that the odds of the big one (wildfire in LA) was very, very high so they non-renewed the fire peril. You can’t blame them. They hav to make a profit like any other business and knew a fire of this magnitude could bankrupt an insurance company overnight, just a hurricane in FL can do. In reality it was a very basic, easy underwriting decision for them, once they had all their data/probabilities/catastrophe modeling done. Wish they would have been wrong and the fires didn’t happen, but the were correct in that the fires did happen as they thought they could. California is also a very tough state to do business in, in terms of rules/regulations/taxes/etc, imposed upon insurers and the insurers in this case basically said it was no longer worth the risk of doing business there, at least not fire insurance business in the LA area. Insurers would provide wind damage (like for hurricane, tornado, etc) all day long in CA but that’s because they know those perils/hazards are very low probability in CA.
