Deputy Commissioner is the head of the district administration including supervision of law and order headed by superintendent of police . There should be proper guidelines for managing officials, protocols have to be set , Suboordinates have to respect deputy Commissioner who heads the district administration. Superintendent of police should keep his staff informed on the instructions of deputy commissioner . Proper pre meetings will never lead to such incidents
