Why does the visitor visa to AUS gets rejected ?, I mean we have a very valid reason to visit i.e, to give osce… can we reapply after refusal ?

Mostly the immigration is not convinced that an applicant is a genuine temporary entrant. You need to provide solid evidence of ties in your country and financial capabilities to have a bette chance in getting Visa approved. Yes you can apply again.
