It's not even fair to compare football club stadiums with NFL ones. In a European city, there are several clubs - in London, for example, there's Arsenal, Tottenham, West Ham United and so on. Each has its own stadium. While an NFL team represents a state in the US, the equivalent in Europe would be a country for each club.

Bronco, you have to remember that most of these stadiums in Europe were integrated into neighborhoods. So construction can be very limited. I know this because Stamford Bridge in West London tried to replace it, but couldn't due to the Subway lines that run under the stadium. Also, the Club pays for New Stadium Construction & Renovations compared to the Public Tax Dollars used to build American Stadiums.

There are no subway lines under Stamford Bridge, but there are railway tracks and a graveyard behind the east stand as well as multiple apartment complexes around the stadium that have stopped Stamford Bridge from getting rebuilt.

This is normal because the NFL is a closed league. Every year the teams know that they will be in the league and that they will have a minimum income for many years. It's not the case with football clubs, they don't know if they will be in the Champion's League the following year (Which generate a very high income every year) and some of them are even more if they will play a european competition. All these uncertainties make the heavy investments of the construction, or renovation of a stadium more difficult.
