It's because most of his catches are short catches. They have to limit the RB catching ratings because they aren't running a bunch of deep routes and it will inflate their overall too much.

It is funny how Rodgers is a 86 usually they give guys like him a huge rating because of "career stats" and if you don't believe me go look at guys like JJ watt who when even missing lots of time on the field would be a highly rated guy in the game.
