I think making the lockups and bikes more frequent would add to the chaos of the mode, and especially help those early minutes where you're basically just dicking around until Razor says where the first lockup is (at least, unless you know where the lockup locations are across the map).

I actually came up with a concept of extreme lockdown based off of the ideas of my reworked Heat 6-10 cops and new cops are going to get introduced at certain levels and the extreme lockups that are really hard to find but you can get your hands on them. You get some really exotic stuff. Even some cars that are in a whole new car class thanks to the ultimate parts returning from Heat. I even came up for an idea of cross return as like a final boss for when you heat 10
