Well, they actually can but not in the last pursuit. For example, you drive into the old bridge and they can jump, but the scene of the last pursuit remains as it has been done.

1.) He got them using a save found on the internet 2.) I own this game also, and this place DOES exist. It's where you jump off with the M3 at the end of the game. It's blocked and unaccessable, unless you glitch through the map.

actually it IS possible for the player(s) to activate cop lights for cop cars, but it's required to use game mods like NFSMW Extra Options because there is no way to activate cop lights in the vanilla (aka unmodified game) game and is therefore inaccessible under vanilla circumstances (and I doubt there were such "activate cop lights" mods for the game when the video was created over 13 YEARS ago at the time of writing this reply)

Can you even achieve heat lvl7 in the game? Heat lvl6 is the highest i ever got and that was at the last chase where it was heat 6 from the begining.

+Vasilis Green You surprisingly can by using a mod called heat 6 to 10. You can find it on the internet. Watch out for the ones containing only one file because it will not work that way. There's one with 4 or 5 files I think. Let me know if you find it.

I know that I'm kinda late to respond, but in Black Edition (it's an oficial edition of the game), there is a challenge #69 in challenge series. It's unlocked from the very beginning, and it's the one and only where you have to run away from cops at lvl7 heat. Lvl6 and lvl7 heats are both unique and can't be reached in free ride. And yeah, don't use heat 6 to 10 mod, it sucks.
