What the speaker hears, is the glitchy, noisy part-- which is then described as "pain and cruelty". The speaker reminds us that "it will all die out", before saying that she "cries for all that is beautiful"-- and the same instruments from the "pain and cruelty" are brought *into* the near-orchestral section, transforming it into a transcendental, beautiful harmony. It's a commentary on the EDM at the time, especially Porter's work on and before the Spitfire EP-- while he disliked it, thinking of it as noisy and harsh, he also recognized that the techniques and instrumentation used in it had such potential, and if it were just all thrown out, you'd also lose that potential.

Seeing people wondering how this was made so here's my educated guess (sorry to ruin the magic or if I got any finer details wrong): BMS format rhythm game music (such as Nhelv) has one-shot samples for individual instrument tracks mapped to the actual inputs in the chart (usually anything that isn't charted is put into a backing track but some songs are fully covered). These samples can be re-assembled into stems (either manually or with a script such as BMS2RPP) and elements can be sampled or remade as needed. Obviously this still needs effort on the ripper's part as sampling can be hit-or-miss and the individual samples may not always be ideal for actual sampling. (Actual peak rip btw 100% frfr) (Edit: I should probably make it perfectly clear that I did not make this (besides this is Siiva's channel, why would I take credit for anything here anyways?), I've just played with BMS music in the past and know a small thing or two about that)

To anyone who hasn't heard of Silentroom before, I would highly recommend listening to the original Nhelv (both the short and long versions), as well as the songs 驟雨の狭間/Rainshower, Aegleseeker (both the short and "Afterworld" long versions) and Angel Echo. Trust me, you won't regret it.
