When a character charges up, like Piccolo did now, if Goku attacks, Piccolo can just release what he has charged up-to. So if he attacks too soon, then the others don't have time to get away from the blast radius. By not attacking he's allowing the others time to run.... so they better get out of there!

Yup. They are ordinary humans and creatures. They will get killed instantly. Yamcha,tien, kami, and krillien are super humans and creatures, But still to weak to piccolos strength so the blast will still end them too. Only Goku can handle blocking that power level.

You guys are missing the point... Goku is holding back... he doesn't like to kill people, he literally is always holding back, and usually spends the entire fight gauging how much damage and power his opponent can withstand, Goku doesn't start off spaming Kamehameha, because he wants to best an opponent and is a respectful martial artist... he never tries to kill unless he feels there's no other option... rest assured Goku could have easily deleted Junior with that blast... but he held back and only did enough to hopefully knock him out... Goku still had plenty of energy after the Kamehameha, which is an attack that is modular, you can put as much energy into it that you want. You gotta trust Goku, if he's holding back, he knows what he's doing.

We all talk about goku and how even now he is still interested in winning the tournament, but seeing how piccolo prevents the others from intervening makes me wonder "What if piccolo deep down also wants to win the tournament?", because being honest with how strong he has already shown himself to be and taking into account that the strongest at the moment is Goku, who does not seem to be very well, I don't see why he would care that the others help him if he can beat them easily and the only theory I came up with is that He knows that if someone outside intervenes, the fight is canceled. After all, since it appeared we saw 1. That he is not as bad as his father, 2. That he respected the rules of the tournament so far and 3. That more than killing Goku he seems to want to prove to him how strong it has become "since the last time they met."

Gokus to honorable to attack a fighter while he's down especially in a tournament. Also Goku lets his opponents get to full power cause for Goku its about testing himself to see if he can over come them at there strongest not to end the fight then and there hes not about that, he just wants to keep improving so he seeks out the strongest opponent he can find and if they are holding back he makes sure they go all out. Thats just the way Goku is.

Believe me, you're not the first to be all: "Punch them while they're doing their power up-y thing", but it's like watching a dude ripping out a tree out of the ground. You're just gonna go and try to stop him? 9:43 Wow, that's harsh. He couldn't even dodge that one.

Piccolo created what was essentially a 'slow nuclear level blast' that has erased this city and devastated the island. Tien uses as fast use of his tri beam canon to provide a hole for them all to hide in! Despite that, I'm not sure they all would have survived if Goku hadn't stood between them and the 'exploding' Piccolo! Somehow, Piccolo hearing Krillin's voice before seeing Goku seemed particularly apt for the moment for taking the wind out of Piccolo's sails! Launch though, she had maybe the best supporting moment when she dragged and then kicked--kicked Kami into the hole! Toriyama's treatment of 'god' would seem to be rather irreverent! Goku's shout and sudden silence--and glare!--was almost chilling! And for a great sequence, took the fight back to martial arts! Then finishes with a powerful Kamehameha Wave! But, just as Goku used a countdown earlier to play a trick on Tien; Piccolo does a far meaner trick to Goku! For the fixation on the tournament when this is indeed a serious battle, our hero pretty much has himself to blame! But, amazingly, he's pulled himself up to still be in the game!

It's in Goku's nature to let his opponent go all out, so he'll let them power up if they need to. It's a surefire way to establish your level of dominance when you defeat them at their very best and Goku has been handicapped for the entire fight if it wasn't for the tournament and his desire to not kill Kami. It shows how powerful he has gotten and how silly he is to still follow the rules.
