So basically colorado specifically denver, gets a good amount of snowfall but because it's closer to the sun it melts right away AND besides the rockies colorado is very dry and is mostly desert, similar to NM or AZ. Colorado also gets droughts because it's dry and also gets a lot of wildfires. It's basically a slightly snowier California without the beach. St Pual MN however still gets a lot of snowfall and gets lake effect snow but stays really really cold, and because it has a lot of local lakes and is near the great lakes in the summers it's more humid and MN assumingly gets a lot more rainfall as well which contributes to the humidity, MN is wet and CO is dry.

It has nothing to do with being "closer to the sun." Saint Paul never gets lake effect snow. You have to go to Duluth for that.
