I believe the composer would have to first feel the story the movie tried to tell the audience, imaged himself being inside the movie, watched as a third party while the story unfolded. Then came up with the music which flow along as the story progressed. Finally putting the words to the music to bring it alive and made people feel connected to the movie. It makes sense the the task is best to be done by one person, the right person capable for the task.
