If this awful example (these are not huge figures considering what government forecasts have predicted as worst case scenarios in the past so I am not exaggerating either) were to happen, Stalin and his Party (and the Tories/Conservatives, Lib Dems, SNP, Plaid Cymru) all have mass windmills as part of their policy for a long time, so they would get the public blame.
