The line "Victory for hate incarnate." Probably is suppose to symbolize the good guys losing at the fall of beacon. Incarnate means; embody or represent (a deity or spirit) in human form. This could mean Cinder, who now has the powers of the fall maiden, a deity like figure in RWBY. Or it could mean Salem, who seems to be god like creature in a human like form, who seems to have a strong hate for Ozpin, while Cinder just seems to follow Salem.
