I have a feeling Harry is NOT Six. For one, he's spending more time evaluating the operators by playing games. There's the Invitationals and deliberately lumping Ash and Kali together knowing they hated each other. It feels like Harry's using them for an elaborate social experiment. Think about it, the operators spend more time fighting each other than they do terrorists.

I think this is just meant to be nighthaven trying to understand the bureaucracy of 6 as they were outsiders. We as players already know that.

Regarding Harry not being Six I might have a possible lead. In the hammer and the scalpel at 4:55 he asks not to be called SIX but just Harry. He also make a bit of a intimidating impression while saying that. This is a lead i thought of when Kali is suggesting the Harry is not SIX

I think it could be a case of Harry choosing not to be called six as he doesn’t feel that it fits him My evidence is Hammer and scalpel trailer thingy he doesn’t want to be called six The original book (rainbow 6 by Tom Clancy it’s good you should read it I found myself understanding where the main villain/s point) it’s made clear that it’s a thing of honour to be the six but I feel Harry doesn’t feel he has earned it but he still is in command

I’m not sure why people are now assuming Harry is not six when he is in the hammer and scalpel trailer Grace(dokkaebi) calls Harry six and but Harry didn’t want to be called that he wanted to be called Harry if anything, I’m pretty sure he didn’t disclose his position to NightHaven to keep them guessing

Harry did say that he didnt want to be called SIX perhaps cause he doesnt view himself as a leader but more of a adviser, also considering the origin of the title of SIX its background and importance is nearly heavy as Sam Fisher was for Third and Forth Echeleon a Legend figure sorta speak. Those who have been named SIX since its original owner and founder of Rainbow John Clark, has been given to those of leadership qualities and elite skills the best of the best, something Harry isn't and hes aware of it.

Ok so this is my theory. Some third part is pulling the strings and framing nighthaven and eventually team rainbow will find this out. So they send Sam fisher to find and take down this third part threat. Setting up the plot for a new splinter cell game

Harry never want to be called Six, because he's not Six and Harry well aware of that. He himself even saying, "She left some very large shoe, is she?" from The Hammer and the Scalpel cinematic and insisted to keep called as Harry, and Harry is Ex-Right hand of Six previously (idk what is his departement or position as for before Six left but i remember he's the most trusted man by Six) So its not entirely new thing And Harry might have a thing with Fourth Echelon, since he well endowed with Sam Fisher, and how Ash is foreshadowing about Ghost Recon (as well as Zero, i know i heard this somewhere in the Siege cinematic) is too much to say theyre were going to be concluded as 1 timeline.

I mean, we already had R6 crossover missions both in GR: Wildlands and GR: Breakpoint, and Sam Fisher has appeared in Wildlands, Breakpoint and Siege....so I'd say it's pretty confirmed at this point that Rainbow, Ghost Recon and Splinter Cell belong in the same universe, and it's debated that H.A.W.X. also happens in the same continuity (HAWX squadron supports the Ghosts in GR:FS, the first mission of the game is to provide air support to a Ghost operation in Ciudad Juarez which apparently included Nomad, and the squadron is also referenced in GR:AW) Basically the only games outside of this shared timeline are EndWar (which, although incorporating elements from the shared universe is more like an alternate history of an all-out war between US, EU and Russia) and The Division (which is its own continuity)

2:58 Here is my ridiculous take on "Harry not six": Harry is the leader of the whitemasks, after the reactivation of Rainbow and the defeat of the whitemasks he decided to infiltrate Rainbow and to replace Six. He first invited nighthaven (so he can access their weapons and steal them), then he started the "programm" which is the stadium event where operators spend time fighting eachother instead of fighting terrorists. He also put operators in the same team where he knew they would hate eachother so instead of strenghing the team they would split up (into the individual squads). Now where nighthaven left he gave the stolen weapons to the remaining members of the whitemasks who now cause terror in the name of nighthaven. That way Harry... -causes terror -blames another counter-terrorist organisation for it -distracts two large counter-terrorist organisations by letting them fight eachother I bet nighthaven found out about Harry/the whitemasks being behind these attacks and just when they were about to hunt them down, Rainbow came in and stopped them (solis anime trailer). Afterall nighthaven found out who nokk really is so they seem capeable enough to find out about Harrys true plan.
