The exceptions for diplomats is agreed upon by treaty and diplomatic laws that create a work around declaring certain locations as legally the soil of the foreign country in question. There is no exception for children of invading armies that I am aware of but feel free to respond with a citation of where in the constitution it states that.

FINALLY! Someone who gets it! And I would add that they should retain their paperwork so then when they turn 18 they can come back to the US and live as good citizens. A coworker of mine was born in California while his parents were picking fruit. They returned to Mexico when the job was over and he came here when he turned 18. He is now a restaurant manager, has a wife and two children. It took him five years and thousands of dollars to get his wife here. They married in Mexico a few weeks before he returned. Now is wife, who has gone through the proper legal procedure is also a citizen. His children were born here making them citizens and since he was a born citizen that also qualified both of his children as citizens. My aunt was Canadian. My uncle, a 15th generation American and a Naval officer met her at a function in Washington and a few months later they married. She lived here legally most of her life and finally became a citizen after all their children were grown up. He retired as a captain. They did it correctly. All my cousins were born here and their dad was a US citizen so they were automatically citizens. These are two examples of the correct way it is done with the first one cited in support of you comment. You are correct that Section One does NOT mention status. Ms Jarrett's words, while sloppy in presentation, are not legally wrong as they are implied by a lack of mention of status. The phrase "All persons born" implies that there are no exceptions and no exceptions would include "regardless of status" or any paraphrase of same. But you are wrong that Section Two says anything about citizenship other then mentioning citizens. Section Two has nothing to do with becoming a citizen or what qualifies someone to become a citizen. It is about portioning congressmen based on the number of eligible voters and what cannot disqualify from voting. " except for participation in rebellion, or other crime," refers to the two reasons voting rights can be taken away from a citizen. It further explains that apportionment of representatives can be reduced by not counting criminals and rebels for determining how many voters there are. It is easy to misunderstand this section due to there being over 110 words in the last sentence and it is very complicated but if you read carefully you will see that it has nothing to do with the qualifications of being or becoming a citizen.
