For a long term benefit. I would rather choose Naruto. Good initiator. However, naruto tank can be easily defeated bec of Shika awake. So you need either awakened Gaara or 6P Tsuna with him.

Yes, that would be better cause' if you use Shika and Itachi, their inyotin should not be the same level. If against Sasuke, go with itachi rather than Shika.
