I would wager that Tobirama would be higher. He certainly was bitter about Tobirama killing Izuna, but he did twice acknowledge Tobirama in the war. First, for being the fastest shinobi, and secondly for his power as one of the Senju bros. After all, it would be a mockery of Izuna if Madara viewed his killer as being weak. A begrudging respect for Tobirama's abilities makes his brother's death more noble.
