It's up tilt attack, so you tilt your movement joystick up and then press attack, which is A for me. You might do a hop beforehand if your settings are set up like that. If you do, finish the hop and keep the stick tilted up, then press "attack". Hopefully that helped.

If you mean the sliding kick then it's just your down special, so just tilt your movement stick down, and press your special button (for me it's B).
