In a sense. Link to the Past is clearly the basis, but there are various differences. For example, Death Mountain is now in the northwest and has switched places with Hebra, which was the Japanese name for the Dark World version of Death Mountain in the first place. (There are way more, of course.)

I’m sure Prime 4 is going to be cross gen and won’t be until the holiday season. I really doubt that the new console launches before then. What I’m curious about is if the Prime 2 remaster will come out in Spring and the Prime 3 remaster in Summer. I won’t be surprised if they come out before Prime 4 or right after the new console releases.
