Washington State law, Revised Code of Washington (RCW) 70.93.100, requires that all vehicles, except motorcycles and similar vehicles, have a litter bag. The bag can be made of any material and must be large enough to hold litter inside the vehicle. The law was passed in the 1970s to encourage people not to litter by providing a place to put trash instead of throwing it out the window. Littering is punishable by fines ranging from $103 to $5,000 in Washington Sate. The largest fines are for “lit debris” - primarily cigarettes - and items that can cause car crashes. The law (RCW 70A. 200.060) sets minimum fines for littering and illegal dumping.
