The crowd was enormous. The only reason the top tier wasn't seated was because the floor was open and with that they were at capacity so they could not fill the floor and the upper tier because then they'd be overcapacity.

Exactly, this venue can only hold around 10K people as per safety regulations, so its that many people max regardless of their location within the structure... Also myself and many others were waiting in very long lines for food since half of the vendors were closed on a Saturday, not sure if that was a Trump snub?!
