The Conservatives - especially in Ontario - have been lobbying for non Canadian students - who have overwhelmingly taken over work of Canadian youths. This was deliberate. The non-Canadian students accept less than the minimum wage and in cash. Which forces the business owners to select them over the Canadians. They are cheaper and avoid taxes. Look closely at who - with the exception of the PGWP, is benefitting. Definitely the lobbyist of the Government of Ontario and its agreement with the Indian government.
