There is clear hadeeth on prophet use to pray inside or outside ramadan 11or 13 rakath. Its in the time of umar where he saw people praying individual or in diffrent groups he said to ubaid to lead them all together under him ad imam and they prayed 23 rakaths. Conclusion there is no limit for taraweeh. You want follow sunnah Pray 11. You want pray more 23 no problem go ahead. Allah will reward us accordingly and allah knows best.

The Hadeeth is not and explicit. That Hadeeth is refering to tahajjud Salah. If it meant Taraweeh Salah that would mean Rasoolullah صلى الله عليه وسلم would perform Taraweeh out of Ramadhan. It would also mean that Rasoolullah صلى الله عليه وسلم would not perform tahajjud Salah in Ramadhan.

Totally missed the point. Even though he though one may think an act is bidah but other scholars think it isn't and that is practiced there then one should not cause division among fellow believers as long as it is from the sunni methodology
