its because liss needs damage Everfrost is good on high ranged chanpions who needs peel or cc for engage, liss doesnt have range and has plenty of cc on her own, usually ludens or night harvester is better for her poorly burst

liss damage comes from her high ap ratios, so you want ap, which everfrost passive gives. Also the active synergies with horizon focus which then sets up her whole burst combo. Side note: nightharvester is mega trash on liss

Watching this video has reiterated to me just how trash Lissandra's passive is. It's mostly useless outside of teamfights and does absolutely nothing in a game like this one where they rarely occur, which is pretty feelsbad when it's out of your control because randos. All they'd need to do is have it also apply on large minions and big monsters, probably with reduced damage, and it'd be fine. But she's not a money-maker champ so rito doesn't care. 😩
