Noob in my view is very high B+ tier that can potentially be more powerful if he had more buffs in his abilities. I want to see his stun cloud ability come back where all of his attacks are unblockable and damage gets increased. The green explosive orb should be faster along with his shadow clone slide. His embrace chaos ability needs to be buffed where he can use it infinitely. That move should be a damage buff similar to Shao khans dark energy ability. The embrace chaos should still do everything its designed to do. Have it be on a decent cooldown to at least 10 seconds where it can be reused in a fight. Overall his mechanics should be buffed where he has stronger mixups and meterless launchers where he doesn't get open for punishes. Once that's put in for him he'll be good. Hopefully he gets buffed very well next patch.

I think your opinion is irrelevant. Not to say I don't agree but the Kameos drive this game, powers the character. Mavado is insane with everyone. Noob by himself isn't really strong IMO I'd say he's in the top 15 to 20 characters in the game.
