I think both are great for Noob, Mavado can pick up more strings and almost instantly. However, I think Scorpion is a little more forgiving and feels like he comes out more consistently sometimes.

Honestly Shujinko could be an ideal pick. Noob has a kit that allows combo synergy with basically any move shujinko steals. Plus the universal crumble he's got is perfect for noob

You can get over 40% with a scorpion and he allows you to not need to use the enhanced tele slam that’s hard af to get to come out, unless they change his tele slam timing, Scorpion might just be his best fit

Both of yall are tweaking. His damage is great. With just 1 bar of meter you could easily get 33-35% with no kameo. With kameo and 1 bar depending on the kameo you use. Scorpion can get like 43% and Mavado can get around 40-42%. If you play to your risks and use the hand move, you can dish out 43% without any kameo or meter. Not to mention he can combo you off of any string with certain kameos, has like 3 ways to overhead low mix up, has air zoning, mid zoning, ground zoning, and counter zoning. Low starters, and a 7 frame jab. He’s perfectly fine.
