Timmy never canonically got rid of his Heat Vision. He still can just casually hit the Optic Blast anytime he wants. Only real issue with him is Da Rules, a laundry list of things he can't do with Cosmos & Wanda's magic. Dude wished for hyper intelligence, which stopped working when he tried to use it in a competition. And breaking Da Rules too much can eventually just destroy the universe.

He doesn’t currently have it, but the muffin he got for his anniversary allowed for any rule breaking wishes. If he were able to obtain it somehow like with time travel, he could wish for anything. Also while violence outright isn’t allowed, you can incapacitate or stop opponents by making them harmless. Like turning someone into a fish with zero powers is something you can do with magic. They wouldn’t necessarily need to attack at that point as they could just confine the person as a fish in a prison.

Timmy has 1 huge weakness. All his wishes must be verbally spoken, yes he has done them with charades, but this is difficult do to casmo. There for shut him up and he’s as easy to take out as a normal 10 year old. I will say, I think another reason why SpongeBob is a tier above Timmy is the fact that, despite all the wishes that Espada Timmy could make, he still has to contend with that colossal pile of bullcrap that is “The Book of Da Rulez”. And while yes, there are some rules that play in his favor (“Timmy Turner can keep his fairies even after he turns 17”), the other rules make things a bit more challenging (“No More Super-Wishes, Super-Powered Beings made by the wish must willingly give up their powers, You can’t wish away Da Rulez”)

It's not as detailed as yours, but I think my curiosity on how they would work as Espadas was answered in this vid lol. I enjoyed the discussion! Plus, I think the fanart is cool but it also made me laugh at the absurdity of it lmao. Timmy and Spongebob as one of the strongest Espadas does make sense. They both have that "underestimate them and you'll be gone in a blink of an eye" vibes lmao. To answer the laser thing Pre time Zoro barely dodges light beams, Post time Zoro can not only dodge but cuts energy beam and yes he did learn to cut fire so he would learn how to cut things that aren't physical, I mean he created a tornado because he sliced air in a certain way that forms a tornado.
