The way you find a missing person is you file a Small Claims court case against them, do the necessary process serving - even if that's the type where you can't particularly locate that specific individual. When they don't show up for their case, you win a default judgment. You now have the legal judgments, a legal debt, against that person, which opens up an insane number of avenues for you to figure out who they are and where they went (with that officially adjudicated judgment in your favor, you now have access to the databases of credit score reporting companies, credit card and payment processing entities and companies, real estate and financial loan clearinghouses, all kinds of nifty databases).
