Producers sign with A&R for production for talent to get involved then to sing or be a part of the production. Once the A&R have a list of songs to put forward as a record. Some songs get cut, which means the contract with the not chosen producers finishes. Which means they can send to a “source” which get leaks. Producers are seeing the talent and want the fans to see that Normani is coming, but taking a long time! Her project is definitely shelved. Which is gutting because songs like this are great but doesn’t show the depth, it’s a great filler track but wouldn’t make it on a final track listing.
