I speculate that a better way is to simply ban bad chatters quietly. Zip, gone, don't even acknowledge it. Shame works on normal people but some people are so broken that the potential of getting even negative attention spurs them to be shittier. Plus the vibe of a stream rolls downhill. If the streamer is salty and negative a lot, even justifiably, that energy is reflected by the community over time.
