The thing about dragon in gen 1 is that it was supposrd to own your starters. It resists grass, water, fire, and electric and the way to beat it is to use that useless ice type or bring a dragon of your own. The issue is that they didn't give it any good moves lol

And where I'm going with that is that dragon/water would disproportionately make water worse at lance. Then by gen 2 they actually realised dragon kinda butts so kingdra.

I wouldn't look too much into Gen I balance theory. There were no good Ghost/Bug moves (Lick/Twineedle) which made Psychic OP. Not to mention Dragon only had one move, which always deals a flat 40 HP.

I don't think ghost was ever supposed to attack, I think they wanted the gengar line to be really unique and do Agatha stuff. And psychic was just a mistake. Idk how they fumbled that so hard.
