So I got to this shit too, mine was Air transport budget for some reasons if it too high nobody but if it too low industries won't use it.

I don't think the urban motorway is a good idea, just respect road hierarchy and use one ways effectively

but in your city, the industrial zone wiht the "not enough buyers for products" is located right next to commercial zone? Isn't that good enough? Where else would the trucks be delivering? and howl would you know

there used to be a mod to fix this because there was and stull at times a bug that causes this issue but i cant seam to find it

Can you help. My city keeps saying not enough buyers but is still full demand for industry and not allowing me to build shops.. I av good access to the motorway and a cargo train station connected to where the industry is that's saying not enough buyers... how can I fix this
