Simple answer: conservation of linear momentum. Long answer: fluid mechanics tells us that the volume of water displaced by the man will return to place with the same energy it got. This is called a Manu Bomb. The technical term is Worthington's Jet. So what happens here is basically that the person jumps into the water in such a manner that it displaces a lot of water and creates a air vaccum above him. As the person moves futher below the water displaced, collapses back and creates a powerful jet which shoots the ball up.

When he falls into the water, he leaves behind cavitation and water rushes in to fill the empty space, and the ball perfectly timed to be hit by that rushing water and shot straight up. If you’ve ever slapped your hand under water really fast and watched all the bubbles coming off it, that’s also Cavitation on a smaller scale.

This is just how water works, he jumped in creating a ripple in the water, forcing the water to push itself back, and then cave back into itself to fill the ripple back in, so when the ball hits it while it was in the process of filling in the ripple it got caught in the splash and launched back up from the water coming back up from all sides.

As the guy drops into the water and pushes it away, the water then tries to rush back to fill the void, filling the bottom up. You can see this dropping anything in water (where the water comes back up and out above the surface of the body of water). The water rushes at such a high force that it essentially punts the ball high up into the air.
