This is a good question. I will do a video about it. But basically, the thermostat and controller is trying to meet the temperature requirements of the space by opening and closing the damper but the damper is constantly fluctuating to respond to pressure changes. It's easiest to think about it at min or max airflow. If a VAV box is set to 500 cfm max airflow, the physical position of the damper (how open it is) will depend on the pressure that the flow sensor is reading. So max airflow may be ~90% open most of the time, but if the pressure jumps up, max airflow may be at 75% open.
