While that would have been pretty cool it’s not the case since 1, rotj Luke was not powerful enough or atleast in the force to overpower rotj emperor, and other than that the reason he just tossed his lightsaber and got electrocuted was because Yoda didn’t tell in palpatine could use force lightning In fact Luke didn’t even know force lightning was a thing back then so he was unprepared(canon ofc not legends or anything else)

I don’t see how Luke in ROTJ could defeat Palp, be a better duelist in just 3-4 years of training, if that’s the case then he could defeat Yoda too. It’s said that him and Anakin had the same potential, and Anakin at the time of ROTS was training for 13 years, a general in the war, was in countless battles, fought and killed several force sensitive beings, surrounded by legendary Jedi, trained by Obi wan and Yoda who were also Luke’s mentors. And yet Anakin wasn’t a better duelist or stronger in the force (had more potential sure) than Yoda and Palp. How can Luke beat both Yoda and Palp by being faster and be a better duelist in just 3-4 years, but Anakin couldn’t in 13 years even though he had WAY more training?

The fact that Luke managed to go toe to toe with Vader aside from Vader holding back was his force potential and his tapping into dark side via anger, hatred towards his father. Palpatine mastered 7 lightsaber combat styles and surely would have whooped Luke if he really wanted to! But yes after 5 years, the Luke who was training Grogu has enough mastery to defeat Vader and Palpatine.

ROTJ Luke was already more powerful and a better duelist than any of the Jedi council members of the Old Republic except maybe Yoda. Luke was a master of Form V and Form III at this point (offense/defense) and literally had just overwhelmed and defeated Darth Vader. He would have been able to stand equally or even potentially defeat Sidious if he was rage amped.
